Conducting a needs analysis for
capacity building of employees of the Public Service Agency (PSA) under the
Ministry of Justice, Public Service Centers (PSC), government agencies
providing public services, through in-depth interviews with responsible
employees of target organizations.
The purpose of the needs analysis is
to determine the core competencies of key employees of organizations in the
provision of public services, including senior and middle management. Based on
the analysis, defining competencies, identifying areas of competence
development for key employees and developing development plans for training
topics.
Study of the procedure for the provision of public services provided through the Central State University in pilot regions - Sariasi district of Surkhandarya region, Dekhkanabad district of Kashkadarya region, Bakhmal district of Jizzakh region, Khavast district of Syrdarya region and the city of Nuravshan of Tashkent region. Development of practical recommendations for improving the quality of the provision of public services based on the study.
The purpose of analyzing the quality and the system of providing public services through the Central State University is to identify and identify the main problems in the system of providing public services, to identify the 10 most demanded with a small number of complaints and existing gaps in the provision of public services for further application of Reengineering of business processes and preparation of recommendations for improving quality their provision.
