The Consultants, in close partnership with the Uzbek Disabled Peoples’ Organization (DPO) selected to support this activity, will i) design a survey to assess the political participation of persons with disabilities in Uzbekistan, ii) identify relevant participants for the survey and the Disability Inclusion Checklist for Parliaments (including persons with disabilities, political parties and politicians/candidates with disabilities), iii) conduct and collect surveys from at least 80 participants, iv) draft a report to present findings and conclusions, v) participate in the official presentation of the report to the parliament of Uzbekistan.
The tasks within the project were.
Design, in close cooperation with the local Disabled Peoples’ Organization selected to support this activity, a survey on political participation of persons with disabilities, including proposed methods for identification of participants. The survey will include the following topics: adequacy of existing international and national standards on political participation of persons with disabilities; inclusion of persons with disabilities in developing legislation; access to information on legislation and communication with the parliament; physical access to the parliament and its programmes; other challenges faced by persons with different types of disabilities in accessing the parliament and recommendations for better inclusion.
In close cooperation with the local Disabled Peoples’ Organization selected to support this activity, draft a report on the political participation of persons with disabilities in Uzbekistan with a focus on the access of persons with disabilities to the national parliament (not longer than 30 pages of main text, annexes can be additional), to be submitted to ODIHR for review and comments. The draft report will include the following sections: I) Executive summary, II) Introduction/background (incl. brief introduction to the existing international and national standards on political participation of persons with disabilities), III) Description of methodology used, IV) Presentation of information obtained from the two surveys carried out, including analysis and highlighting of particularly relevant conclusions or indications which have relevance for policy-makers or those working on disability rights and inclusion in Uzbekistan, V) Conclusions, VI) Recommendations.
